Dear colleagues,
It is an honour to join you at this important event. I commend FAO¡¯s commitment to Sustainable Development Goal 14 and, specifically, Target 14.4¡ªrestoring and harvesting fish stocks at sustainable levels.
Global data reveals that progress remains uneven. About one-third of our marine fish stocks are overexploited. This threatens marine ecosystems, global food security, and the livelihoods of millions, particularly those in vulnerable coastal communities.
The 2030 Agenda for Sustainable Development recognizes the ocean¡¯s essential role in supporting our collective well-being. Achieving Target 14.4 is fundamentally about development, resilience, and equity.
We must focus on the often-invisible workforce within fisheries, particularly women in the informal sector who are the backbone of processing, marketing, and supporting fisheries value chains. For many Small Island Developing States, fisheries are a lifeline¡ªfor food, income, and cultural identity¡ªyet they face the dual threats of overfishing and climate change.
Today¡¯s assessment is crucial for guiding evidence-based action. We must invest in stronger enforcement, inclusive governance, and the empowerment of small-scale fishers and local communities.
FAO assessments consistently prove that well-managed fisheries deliver positive results. The Voluntary Commitments within the DESA-managed repository clearly demonstrate that significant progress is being made towards Target 14.4. This progress is a result of efforts driven by science, technology, capacity building, and a focus on sustainable seafood chains. However, we must accelerate and scale up these efforts.

Marine fisheries are more than just a food source; they represent livelihoods and the sustainable use of a shared global resource.
With political will, scientific innovation, and collaboration across sectors and borders, we can restore global fish stocks.
