Held from 19 May to 04 June 2025, the ¡°Train the Trainer¡± course aimed to strengthen Member States¡¯ capacities by enhancing existing trainer resources and promoting long-term sustainability. The course equipped participants with the skills needed to deliver complex, specialized training at the national level¡ªparticularly for staff at national fusion and counter-terrorism centres.

Led by expert trainers from the United Nations Police Division (UNPOL) and the Kingdom of Morocco, the course was comprised of three modules:

  • Module 1: Capacity-Building and Development: Through case studies and fictional scenarios, participants developed techniques to strengthen the operational capacity of national counter-terrorism and fusion centres. These include analysis, staff and centre capability assessments, and stakeholder mapping
  • Module 2: Mentoring, Monitoring and Advising: This module focused on enhancing trainers' ability to communicate across cultures, motivate learners, manage resistance, and apply negotiation skills effectively.
  • Module 3: Instructor Development Skills: Participants gained foundational instructor competencies such as lesson planning and design, the use of learning aids, effective presentation, classroom management, communication strategies, team-building, and conflict resolution techniques.

Throughout the course, UNPOL trainers provided continuous assessment and mentorship, enriching the learning experience and guiding participants toward mastery. Upon successful completion of the course assessment, the participants received formal recognition as UNPOL-certified trainers. This milestone marks an important step toward achieving the programme¡¯s long-term sustainability goal.
